The technological evolution has led to the requirement of proper management and supervision of by the states and international bodies in order to provide the enormous amount of telecommunication services to the people. Some concepts related to the content and means for the supervision of telecommunications need to be reviewed and a legal framework should be adopted for regulating the continuing progress with adequate mechanisms.

The International Telecommunication Union (ITU) is the leading United Nations agency for information and communication technologies. It governs three core sectors of telecommunication, namely, radiocommunication, standardization and development. Telecommunications services have been included in the schedules of commitments by the WTO Members to remove the impediments of inadequate telecommunications networks and services in the way of achieving their full economic potential and laying the foundation of successful national and global information society.
